I think the popo did it...maybe together with Suge and Anderson and other possible snitches like Jimmy Henchmen (game's manager) and s***..
Pacs raps about the feds and snitches like Hatian Jack and Jimmy Henchmen (GAME's MANAGER!) setting him up so why wouldnt they have tried it another time...

Look I see people saying Suge couldn't have done it because he wouldn't be "dumb" enough to sit next to a guy that's gonna get shot...
Well I actually saw a video where Suge jumped out the vehicle about 2 seconds before Pac was shot... and the only reason he got grazed was because his fat ass couldn't duck all the way down
I mean it's not a coincidence that he would just jump out of the vehicle..
and he owed Pac tons of money
2pac's killer = Suge.. hands down
