The difference between 50's 'flops' and Game's is that, Game had what you might call some of the biggest names of that time period on his supposedly 'un-promoted' 4 failed singles (you forgot the Justin Timberlake collabo btw,for which a video was shot). 50 on the other hand had...
(1)'Outlaw' which was released (by 50 for free dl) on Pac's b-day (like the 16 tracks prior), and Interscope then decided to get behind it. (2) 'I'm On It' (which was going to be Fif's 1st single) was leaked so 50 decided not to support it, due to the label 'dropping the ball'. Now, because Interscope wants to capitalize off of 50's current momentum with "The Big 10", they once again decide to support one of its more popular songs. (Notice: Interscope only gets on board AFTER the fact.)
